   The Research and Development Council of the Czech Government plays and important role in the state support of research. It was created by the law in 1992 and its implementation marked the real beggining in the organization and funding of research and development of technologies. This law defines the Council as a special advisory body of the Czech Government for the field of research and development of technologies. It has not executive power but rather offers to government methods of solving all problems associated with research and development. Members of the Council are appointed by government decree and must be prominent scientists from the the Czech universities, the Academy of Science or other institutions, or leading managers from the state executive or business. The Council is chaired by the cabinet member. After the 1996 election, Pavel Bratinnka, Minister without Portfolio, was appointed the Chairman of Council.
   Out of many Council's responsibilities which are specified by the law, two can be considered the most important: - drawing up for the government a draft of the state budget designated for research and development; - control of the research projects by means of the central database. The council also delivers an expert opinion on all legislation pertaining to research and development and reviews the draft of the budget of the Grant Agency of the Czech Republic. The Council also initiated and took an important part in preparing the basic outline of governmental policy in research and development, known as the "Principles of the Government of the Czech republic for the Field of Research and Development". These Principles, in accordance with the liberal standpoint of the government, specifies the basic doctrine of the present Government for research and development, in many countries known also as the State Policy.
